National Blue Ocean Strategy

The concept of "blue ocean strategy" was coined by two management thinkers, Professor W. Chan Kim and Professor Renée Mauborgne who provided a creative and systematic way of creating high value at a low cost. This new approach has been emulated by the Prime Minister of Malaysia, Dato' Sri Mohd Najib Tun Hj Abdul Razak to be adapted and implemented by the Government.

Through NBOS, more than 80 ministries and agencies collaborate in developing and implementing creative and transformative Blue Ocean Strategy initiatives for the country. For example, rural infrastructure is built more rapidly, youth volunteers are mobilized for national and country development efforts, and urban and rural communities benefit from wider access to economic, social and educational opportunities.

NBOS is now a focal point for the Government's transformation efforts and serves as the backbone of integration and synthesis for other programmes such as the 10th Malaysia Plan (10MP), the Economic Transformation Programme (ETP) and the Government Transformation Programme (GTP). NBOS' success helps stimulate rapid and sustainable growth in Malaysia as well as creating a high-income and harmonious society.

Creating a world-class ecosystem to support entrepreneurship and equip Malaysians with the skills needed to start their creative business ventures.

Government is uncovering new, creative income opportunities by utilising existing underutilised resources. The Government is also partnering with the private sector to ensure that young people have the skills demanded by employers to succeed in the creativity and innovation-driven economy.

To integrate development and strengthen the linkages between urban and rural areas. To enable two-way flow of goods and services, resulting in higher income and lower prices, and improved access to Government services.
